Louis Michel. DG Development is responsible for development policy, programming and contents
of programmes. Implementation of programmes, however, is the task of a different
DG, EuropeAid
Co-operation Office.

The European Commission adopted on 28 June 2006 a Communication proposing a
strategic partnership between the EU and South Africa. The document sets out a
comprehensive long-term framework for the EU's relations with South Africa,
which takes into account the country's position as an anchor in the region and
its important role on the African continent.

EU Strategy for Africa

On 12/10/2005 the European
Commission adopted a proposal for a new EU Strategy for Africa. The Strategy
suggests a framework for action for all EU Member States and the European
Commission to support Africa’s efforts to attain the UN Millennium Development
Goals (MDGs). The adoption was followed by an extraordinary joint meeting
between the European Commission and the Commission of the African Union (AU).
The EU Strategy for Africa proposes a strategic partnership for security and
development between the European Union and Africa for the coming decade. The
strategy follows the decisions by the European Council in June to provide more
and better development aid, to increase the speed of implementation and to focus
aid in particular on Africa. The strategy focuses on key requirements for
sustainable development such as peace/security, trade, good/effective
governance, interconnectivity, social cohesion and environmental sustainability.
In addition, it reaffirms the commitment to increase EU aid to Africa and to
improve aid effectiveness.

The European Commission launched an
on-line
consultation on 21st November 2007, based on the "EU Report on
Policy Coherence for Development" (see below for hyperlink). The
consultation will be open until 30th January 2008. The targets of the
consultation are civil society organisations and the public at large, in

Future of EU Development Policy (July 2005)
Consultation shows support for a common EU framework on development co-operation
and a sharper focus on poverty eradication

The European Commission published on 1st
July 2005 a report on the results of the public consultation on the
future of EU development policy that was launched in January 2005 (IP/05/91).
The aim of the consultation was to start a debate on how the Union
should face the challenges of development co-operation. A majority of
stakeholders agreed that poverty eradication should remain the main goal
of any new policy statement and that the European Union should agree on
a common framework for development co-operation.
Louis Michel, Commissioner for Development and
Humanitarian Aid, said: “ We will make sure that the great variety of
views expressed by the hundreds of individuals and organisations is duly
reflected in the Commission’s proposal for a new EU development policy.”
Assessment of EC Development Policy (February 2005)
DG Development commissioned a study to assess the joint development
policy statement of November 2000.
