The EPRD and any other budget line projects follow, as in any administration, a voluminous set of rules and regulations that are set by the European Commission and approved by the budgetary authorities. The new Financial Regulation, Council Regulation No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities, is valid worldwide for any operation funded by the EC under its budget.

More specific rules are laid down in the Practical Guide to Contract Procedures (PRAG) manual. This regulatory framework is applicable in most SA projects funded by the Commission and therefore constitutes the Bible for project management.

Technically , project management follows the approach of Project Cycle Management that is being applied widely in any international  financial institution.
